Legal and Institutional Assessment of the Rehabilitation of Inland Waterway Transportation on the Senegal River

This assignment was carried out by MTBS as lead partner in cooperation with Elygis (Legal advisor) and the sponsor was EleQtra and the benificiary was OMVS (Organisation pour la Mise en Valeur du fleuve Sénégal) which is an organisation that functions under an international treaty of three countries; Mali, Mauritania and Senegal, that is involved in  infrastructure development specifically the rehabilitation of the inland waterways transport on the Sénégal river.
The objective of the study is to conduct a “fatal flaw” analysis of the legal framework of the OMVS  Navigation and Port Infrastructure Projects (inland ports and seaport) to assess whether the Projects could be developed as a commercially viable enterprise with Regional outreach, including private participation during construction, operation and maintenance.
