On behalf of The World Bank Paul van Eulem carried out a detailed financial, commercial, technical, and legal assessment of the Nigerian Port system and the formulation of recommendations for reform and restructuring of the sector. The assignment was carried out in co-operation with Bureau of Public Enterprises, Nigerian Ports Authority, and Federal Ministry of Transport.
