Maritime & Transport Business Solutions (“MTBS”), in a report commissioned by C40 and Clear Seas, has developed a port investment toolkit for infrastructure investments for port authorities and policy makers across the globe. The main objective is to provide a useful starting point for stakeholders involved in developing policy frameworks and undertaking investments in port development.
Ports are increasingly recognised as critical nodes—not only as a transport node, but also as evolving energy hubs in the transition to more sustainable and resilient economies. However, unlocking investments in port infrastructure remains a significant challenge due to fragmented policy landscapes, regulatory uncertainty, and complex governance structures.
MTBS identified challenges of port infrastructure investments, including the transition to green port infrastructure, either related to the port as transport node or energy hub. Based on these challenges, MTBS presents good practices and a step-by-step approach for designing a port investment framework. The report highlights, among others, the importance of alignment of policy frameworks with regulatory initiatives and funding instruments, and the importance of effective organisational models for investment and service delivery.
