Kherson Port Concession Tender Winner

“Risoil-Kherson” company is the winner of the concession tender in the port of Kherson”. Vladyslav Kryklii, the Minister of Infrastructure of Ukraine stated the above on January 21, 2020.

“We have a good result of the first concession tender. The winner of the concession tender in the port of Kherson is the company “Risoil-Kherson”. The battle for the concession was very intense. The difference between the winner and the second place is minimal – just over 2 points according to the results of the evaluation of financial proposals,” said Vladislav Kryklii.

The Minister of Infrastructure stressed that the high percentage of growth of the winner’s offer in relation to the minimum requirements testifies about the prospect of the concession project and the interest of business to the public-private partnership. “As we see from the example of this concession tender, everyone will benefit from this concession project: business, state and the local community,” Vladyslav Kryklii emphasized.

According to the head of the Ministry, the implementation of the public-private partnership project is aimed on the attraction of investments to the port infrastructure facilities, increasing the cost of such facilities, introduction of advanced management and commercial practices of private port operators and improvement the quality of stevedoring services provided through the use of concessioned property to consumers.

The signing of the contract with the concessionaire will take place after obtaining permission for concentration from the Antimonopoly Committee in accordance with the legislation; this procedure takes about two months.
